Plot problems, is there a character missing?

My current project Beggar Magic is at roughly 35,000 words. That's about where the exciting stuff starts to happen. My bad guy is scheming and though my characters aren't  onto him, they soon will be, but I kept running into problems. My bad guy's scheme wasn't as well thought out, mainly because I was so firmly in the point of view of my heroine, who had no idea what said bad guy was up to, that I hadn't thought about the things that she didn't know.

I started to plot out in my head exactly everything he had to do to enact his evil plot, and it was a lot for one man, even a bad guy such as himself, to  do.

That's when I realized. He needs a minion.

No, not those minions.

A crony, a stooge, a heavy, a patsy, a henchmen, an accomplice, or apprentice, you get the idea.

So now I'm hard at work making up a new character to help him in his evil ways.
